good afternoon. i'm tori campbell. we begin with breaking news from phoenix where police say a man shot three people in an office complex in the north central part of that city this morning. the shooting happened about two and-a-half hours ago. police say the three shot have life threatening wounds. two other people suffered less serious injuries. police are still looking for the gunman described as a white man in his 60s, and that he got into a dispute with someone at the building before he pulled a gun and began shooting. they say the shooting does not appear to be random. today's congressional hearing on gun violence has been nothing short of dramatic. >> we must do something! it will be hard! but the time is now!

>> former representative gabrielle giffords who survived a gunshot wound to the head made a surprise visit. she opened the hearing and spoke haltingly of the need to protect our children. but opinions differed wildly on exactly how to do that. much of the debate focused on tougher laws, background checks and mental health issues. >> let's be honest. background checks will never be universal because criminals will never submit to them. >> when i bought firearms in vermont i go through the background check. i would expect everybody else to. >> any serious discussion of the causes of gun violence must include a complex reexamination of mental health. >> the national rifle association chief also spoke against the ban on assault weapons and high capacity magazine clips which is being pushed by gun control advocates in congress. senator feinsten is among them but while she attended the hearing in washington people against the ban protested

outside her office in san francisco. >> our second amendment right is our ability to arm ourselves and protect ourselves without having any limitations put on that. >> members of the group women warriors were among those at the protest saying they have a constitutional right to own guns. today's event was a precursor to a national event next month called "day of resistance." after nearly 30 years there's a new development in the case of a missing san francisco boy. 10-year-old kevin collins vanished on february 10, 1984. as he walked from basketball practice at st. agnes school to a bus stop at oak street and masonic avenue. bryan -- brian flores joins us from a home just a block away where investigators search for clues related to the disappearance. >> reporter: behind me is the home where local and federal investigators were searching for clues in the 29-year-old case. pretty quiet now. we're also expecting a picture

of a person of interest from the original investigation. he has since died. we have yet to receive that but we did speak with a person who knew the family and he says right now it's bringing up mixed feelings. >> i saw posters. i answered the phone. i did anything they wanted me to do. >> reporter: michael sharp from san francisco remembers the search for collins, not only was he a volunteer for the search but knew the family. he's concerned for their well being just like he was almost 30 years ago. >> i was scared. i was shaking. i could hardly sleep last night. thinking about it. what the situation was. but i did get some sleep but was very worried about ann. >> reporter: ann collins is kevin's mother. ktvu spoke with her and said she's still numb about the disappearance and really doesn't know how to feel. the same can be said for neighbors and parents in the area. >> i can't imagine someone just taking me away or -- i work at a school or taking any of the kids. they are here one day and gone

the next. >> reporter: investigators were here yesterday and throughout part of this morning after they received a lead that something may be at the home. preliminary findings only find what is described as animal bones but those bones continue to be examined. a lot has changed since kevin's disappearance. his school, st. agnes closed down three years after he went missing but the family and some neighbors say they still hold out hope he's alive. >> i just hope there's still some family members around that can get some kind of closure out of this. i mean that is all you can hope for at this point. very sad story. >> reporter: again, police say that the person that lives here currently is not considered a suspect. we were expecting some type of photo to be released of the original person of interest. but investigators say that may be coming later on this afternoon. live here from, brian flores, ktvu news. >> we spoke with the missing

boy's two sisters, who were just teens when their freckled-faced brother kevin disappeared. laura and michelle recalled the extensive search from their brother and are disturbed to think he may have been just a block from where he vanished. >> it's disturbing he may have been closer than we thought. >> it's like it happened yesterday. >> kevin's aunt and uncle are also anxious about the outcome. they said they kept a bunch of newspaper clippings. if kevin comes back they can show him all that was done to find him. a man in indiana accused of fatally shooting a school bus driver and taking a 6-year-old child hostage. authorities say the child is being held in an underground underground shelter in the man's home. neighbors say the man is 65-year-old jimmy lee dikes, scheduled to appear in court

today on charges of menacing neighbors. witnesses say the man came on the bus yesterday afternoon and told the driver he needed to take a child. >> i talked to the girl on the bus and she said he came on the bus with a gun, shot into the ceiling or floor board once and shot the driver three times after asking for a child. >> authorities say they have been communicating with the man through a pbc pipe in the wall of the shelter. the chp's three-month deal to help oakland's understaffed police force expires this week. according to reports the chp offered to extend its help for three more months but only if it gets paid for the service. the demand for pay comes after the city agreed to pay the alameda county sheriff's office for a similar service. the mayor hopes to use state grants to cover some of the patrol costs. new at noon -- new allegations of sexual abuse from a former boy scout.

a bay area man spoke out against aggressive abuse he said he endured at the hands of a scout leader. mark dietrich and his lawyer announced when he was just 14 in the late 1970s, he joined a troop in vaccaville. he said troop 180 had a good reputation. he said he was abused for years by that trooparies leader. >> i brought this lawsuit publicly not only for my own healing and resolution but to reach out to other victims of the boy scouts. >> is there any impact - >> his attorney says they have already identified at least three other alleged victims and believe there are more. police in walnut creek are looking for suspects that robbed a jewelry store yesterday afternoon. it happened at davidson and licht jewelry store 2:30 yesterday afternoon. the victims say one robber

sprayed the clerk with pepper spray and the other smashed display case was a hammer. they got away with tens of thousands of dollars of watches. the employees were not seriously hurt. a san jose family was rattled by an early morning fire that police suspect was deliberately set. firefighters were called to a home on glenwood avenue in the willow glen area around 3:00 this morning. police say it appears someone threw a flammable liquid on or near the home's front door and then set it on fire. three people inside were unharmed. >> we have no idea what to think. this is not something that you would expect anyone to do and there doesn't appear to be know motivation for it. >> the homeowner says just yesterday he awoke to find his daughter's car vandalized. he said someone splashed yellow paint on the car and punctured all four tires. technology was put to the test at the golden gate bridge today as the district prepares

to move to an all-electronic toll collection system. the transition won't happen for another two months but the district wants to ensure it goes as smoothly as possible. ktvu as claudine wong reports from the span with a look at what is ahead and the still uncertain future for more than a dozen toll takers. >> reporter: a 12-year veteran toll taker, new mom and obvious 49er fan. a little surprising when you realize she's about to lose her job. so is jackie, an 18-year veteran who told us she's hoping something works out before time runs out. and it is running out for them and 12 others who still haven't found other jobs in the district. as the bridge moves ever closer to an all-electronic toll collection system. today testing of that technology got underway. >> we're doing all the functionality testing now. we have a 60-day period. we have to make sure license plates are reading collectly,

that the new accounts are functioning correctly. that the computers in the plaza are talking correctly to the computers at the customer service center. >> reporter: instead of toll takers like jackie the district is now going to depend on cameras. like this one, cameras that will record the license plates of every vehicle that crosses the bridge. the new system will use fast track and invoices. if you don't have fast track you can register your plates, put in a credit card and just pay as you go. or don't do anything, just cross the bridge and the district will track you down through your license plate. >> tolling is going electronic, globally, across the united states. we happen to be the first ones in california going this way. we're also saving money. collecting tolls manually costs more than twice as much as it does to collects this way. >> reporter: the next step will be getting the public prepared. expect a big outreach campaign before the transition happens in about 60 days. as far as jackie and erica? they both say their plan is to take the final days one day at

there are a lot of amazing stories coming from the super bowl this week. one of the most inspiring involves a player on the baltimore ravens. his troubled childhood inspired the 2009 movie "blind side." joe spoke with michael oher. joe? >> reporter: for the second day in a row both the 49ers and ravens made their teams accessible to the entire media. they did so today in their representative team hotels. one of the good things about covering the super bowl is you never know where you might find a story, even among the opposing team. maybe a guy that attended a local high school or college. yesterday at the media day we found a raven who has a pretty good story. >> when you look at him you think of me. you have my back. are you going to protect the

family, michael? >> yes, ma'am. >> reporter: michael oher was famously depicted in "the blind side," undoubtedly his life was changed forever. >> i don't know how long that movie was, over an hour, man. 75%, 80% of it wasn't who i am. >> reporter: other than that the story was right on the money. the depiction of oher's life that he stands by 100% is his autobiography "i beat the odds," released in 2010. >> it's about inspiring people, everywhere, kids who are of a similar situation that i was in. just to let them know there's hope and you can do whatever you want to do if you put your mind to it. >> reporter: even though he's had more than his share of publicity he still thinking of this week in new orleans in simple terms. >> i'm just playing football, trying to win a super bowl.

billed as the tallest and fastest wooden roller coaster in northern california. there's a lot of construction activity going on right now but we were actually able to go up into the sky tower which has an observation deck and get video of the big construction milestone that happened today. here is a bird's eye view. today crews put in the supports lifted by crane and placed at the highest point of the roller coaster. construct workers were waiting at the top to bolt everything in. the gold striker is about the size of one and-a-half football fields and will have the highest drop of any wooden coaster in the area. it's also going to be the fastest, reaching speeds of 55 miles per hour. snoopy and the general manager of the park watched the topping off of the coaster. the gm says once it's complete it will offer thrill seekers and experience like no other in the region. >> as you can see from the main

drop behind me it's an 108-foot drop, it's 10, 11 stories high. we have banking curves of 85 degrees. if you look at the sheer size and force, it sets it apart from other wooden coasters. >> reporter: here's some animation of what riders will experience once the gold striker is open. paul, there's another wooden coaster called the grizzly. he says it will be a completely different experience. that this ride will be much smoother and more nostalgic. the ride lasts about two and-a-half minutes. it has a lot of drops and turns. back out here live, again, construction crews are busy trying to get this done. we're told there are construction schedules, they are on time. great mercantile opens march 29 -- great america opens march 29th. and will open sometime in the spring of this year.

developing news on last year's massive refinery fire in richmond. ktvu has learned that cal osha is fining chevron nearly $1 million for the august accident. the group issued 25 citations against chevron usa. osha says it's imposing the highest penalties allowed under state law. no workers were seriously injured in the august fire but 15,000 residents sought treatment after breathing smoke from the fire. ktvu's tom vacar is talking with talking with osha and we'll have more on this story at 5:00 and 6:00. the creative arts building at san francisco state university is shut down today after a water pipe burst early this morning. the pipe broke around 4:30 a.m. flooding the first floor. workers shut off the water and called in cleaning crews. some classes have been relocated. others have been cancelled.

the building is scheduled to reopen at 1:00 this afternoon. it's shaping up to be a very nice day across the bay area. after a cold start this morning temperatures have been warming up nicely over the past hour or so. we're talking about more 60s later on today. the average warm-up is on track. our live camera towards parts of the east bay, mount diablo, winds gusting to 40 miles per hour. on the satellite and radar you can see clear skies up above. coming closer to the bay area and still mostly sunny skies. as far as current temperatures they are beginning to warm up as i mentioned. san jose right now checking in 62. santa rosa 60 degrees. downtown san francisco, look at that, 61 degrees at last check. high pressure, in full command of the weather, lots of sunshine, dry weather pattern here to stay on into the

weekend. so the temperature trend, it's a slight warm-up for today and also into thursday. tomorrow will be a little warmer than today. at least afternoon temperatures, 3:00 later on this afternoon, we're talking about low to mid-60s across most of the region. here's our forecast model, showing you this. lots of clear skies for today and also into your thursday. also into friday. so basically a repeat forecast. notice though into the weekend a few changes. it will be dry out there but we're going to see thicker cloud cover into the second half of the weekend. no more rain drops the rest of the month. it will be the third driest january in san francisco. here's a look at some of the measurable rainfall days. for comparison the numbers go back to 1850. so january 1920 you can see just over quarter inch. 1976. and the third driest now.

stocks are lower after a report showed the u.s. economy unexpectedly contracted in the fourth quarter. the federal reserve took no new action after a two-day policy meeting but stood behind aggressive steps to try to reduce unemployment. the dow down 43. the nasdaq down 12. s&p 500 down five. research in motion is changing its name to blackberry. that announcement made this morning. they also launched new phones, that will run on a better system that allows users to easily move in between applications. the phones go on sale in the u.s. in mid-march. the company's trading name will be changed to bbry.
